Dave Riley
President /
Director of Project Management Services

Dave Riley sets the strategic direction of the firm and marketing and leads our Project Management/Owner’s Representative Services Division. With a background that blends engineering, preconstruction and construction, Dave has extensive experience in structural, civil, and architectural estimating and project management. Dave brings with him experience in hotel and leisure, themed entertainment, aviation, education and commercial construction projects.

Working in tandem with PC/M’s leadership team and senior staff, Dave is actively involved in the planning, cost maintenance, and implementation of construction projects and provides input and analysis for change orders and entitlements and negotiating project change orders and claims issues.

Dave has a Bachelor of Science, Civil/Structural Engineering from the University of Central Florida. He is a member of the American Society of Civil Engineers and an associate member of the American Institute of Architects. He also serves in the Board of Directors of the Association for the Advancement of Cost Engineering, Valencia Community College and the Central Florida Children's Museum and is a graduate of Leadership Orlando, Class of 63.

Dan Radcliff
Managing Principal /
Chief Mechanical Estimator

Dan Radcliff has as a dual role in leading PC/M’s daily operations and financial management. As Chief Mechanical Estimator Dan is responsible for the daily analysis of cost, time and risk management for mechanical and plumbing systems. A 36-year veteran of the construction industry, he has experience in many phases of the mechanical field including field supervision, estimating, purchasing, and project management.

With a strong belief that the cost management and the estimating professionals must collaborate with the owner and design and construction team to reach solutions that are efficient, functional and responsive, Dan works diligently with our Cost Management and Estimating staff to ensure that maximum coordination, accuracy and quality is achieved on every project. Dan has worked extensively with owners, design and construction teams on a variety of aviation, heathcare, education, justice, hotels and hospitality, and commercial projects. Dan’s knowledge of mechanical and plumbing systems for complex projects lends significant value to the project teams with whom he partners He is a Certified Cost Consultant and has served as Technical Vice President for the AACE International.

Frank Moynihan
Principal /
Chief Electrical Estimator

As a Principal and Chief Electrical Estimator, Frank is responsible for leading all electrical estimating, change order management and value engineering studies. His in-depth understanding of the construction process and on-site project management experience is invaluable in evaluating and negotiating change orders. Frank commitment to meeting established budgets has repeatedly resulted in saving our Clients money.

Frank heads our themed entertainment practice, working closely with our cost management teams to fulfill and respond to the Owner’s of this fast-paced and demanding industry. Frank is also experienced on a diversity of projects in the aviation, healthcare, education, hotel and hospitality and justice markets.

Frank holds a Master of Science in Management from Troy State University, Troy, Alabama, and a Bachelor of Science in Administration from the Florida Southern College. Certified as an Associate Value Specialists by the Society for the Advancement of Value Engineering (S.A.V.E.), Frank has an immense understanding of the design process and the myriad of issues involved in achieving cost effective design and construction.

He is a Certified Cost Consultant and serves on the Board of Directors for the AACE International and on the Board of Advisors for the Building Construction Technology course at Valencia Community College. For the past three years, Frank has served the people of Orange County Florida as a member of the Building Codes Board of Adjustments and Appeals.
